No investment needed
Paraguay does not require freezing deposits, purchasing real estate or creating jobs to obtain a residence permit. You receive status on the basis of personal documents, keeping the capital at your full disposal.
First residence permit
Your first status is temporary residence (Residencia Temporaria). It gives the right to work, run a business, and obtain an ID card. After two years, you have the unconditional right to apply for permanent residence.
Cédula processing time
The National Identity Card (Cédula) is your main tool. With it you open accounts in local banks, register a company and receive a RUC tax number for lawful tax planning.
Every 3 years
You do not need to live in Paraguay full-time to maintain legal resident status. One border crossing every three years is enough, which makes the country an ideal “backup base”.
Foreign income tax
The status of a tax resident in Paraguay allows you to legally avoid paying taxes on income received outside the country. This is the basic principle of the Paraguayan tax system.
Immigration to Paraguay is regulated by Law N° 6984/2022 de Migraciones and remains one of the most accessible in the region. There is no division into categories of investors, retirees or digital nomads - the core process is the same for everyone.
An applicant submits documents to the Dirección General de Migraciones, undergoes biometrics at the police station and receives a Carnet de Radicación - a temporary residence permit. After this, while in the country, you can obtain a Cédula de Identidad - a national ID card that gives access to the banking system, company registration and RUC tax number.
Paraguay does not require renunciation of previous citizenship and allows multiple citizenship. The path to Paraguayan citizenship opens after three years with permanent residence, but in practice this is a rare choice because resident status often solves the same problem more effectively for your financial strategy.
