Which real estate investments qualify for immediate permanent residence under Panama's QIV program?
The Qualified Investor Visa on the real estate track works like this: if you buy a property worth $300,000 or more, you obtain permanent residence. No temporary phase, no annual renewals, no mandatory residence in the country. Regulatory basis: Decreto Ejecutivo No. 722/2020 as amended by No. 109/2024. In 2026, the filing stage became fully digital: the lawyer uploads the dossier remotely, and you fly to Panama with guaranteed approval. A single visit - 3-5 business days - is needed only for biometrics and receiving documents in hand.
After receiving QIV: citizenship after five years of actual residence, passport with visa-free entry to 148 countries including Schengen and the UK (Latin America Passport Ranking 2026). Under Law No. 493/2025, QIV investors receive a special Panama travel document immediately after permanent residence - global mobility is resolved before naturalization.
Property from $200,000: Panama residence permit through Friendly Nations
The second program provides temporary residence for two years followed by transition to permanent residence. The threshold for real estate is from $200,000. Regulatory framework: Decreto Ejecutivo No. 197/2021.
The program is available to citizens of about 50 countries: most EU countries, USA, Canada, UK, Australia, Japan, Israel, Argentina, Brazil and a number of others. Russian and Belarusian citizens are not included in the list - for these passports, the only route through real estate is QIV.
The difference between the programs is not in philosophy, but in arithmetic: $200,000 and two years before permanent residence - or $300,000 and permanent residence immediately.
What kind of real estate can you buy to obtain status in Panama?
Residential property within the city is the standard and most hassle-free option for both programs. Apartment, house, townhouse - each may be eligible if the registration requirements are met.
In all cases, the property must be: free from encumbrances (libre de gravámenes) - a mortgage excludes both tracks completely; registered to an individual, not a legal entity; registered in the Registro Público with confirmed ownership. Multiple properties may be combined to reach the threshold. Two $150,000 properties meet the QIV threshold the same way as one $300,000 property, as long as each is registered correctly. Housing under construction (off-plan) - accepted if there is a contract and confirmation of payment, but the property must be put into operation before the final stage of registration of the status. Building a strategy around off-plan without checking the developer’s deadlines in detail is a risk that we do not recommend taking. Commercial real estate - accepted, but requires additional legal analysis: not all categories of property qualify as an investment for program purposes.
Documents for applying for residence through real estate in Panama
All foreign documents - police clearance certificates, marriage certificates, diplomas - are apostilled and translated into Spanish by an official translator in Panama. Translations made in the country of origin are not accepted.
The Migration Service accepts a certificate of good conduct up to six months old. To open an investment account, a Panamanian bank requires a document no older than 90 days, including an apostille. These are different deadlines - they need to be synchronized when planning a trip.
Starting the process by purchasing a property without first checking its status with Registro Público is a common mistake. An encumbrance discovered after the transaction blocks both migration tracks.
Why investors choose real estate in Panama: taxes and mobility
